Presentation

The National Defense Institute of Portugal, presents itself as "part of the central services of the Portuguese State's direct administration, with administrative, scientific and pedagogical autonomy", whose "mission is to support the formulation of the national strategic thinking, and to promote the study, research and dissemination of security and defense matters.". See more at their English webpage! Its flag is a white approx. 2:3 cloth with medium arms centred on it, as can be seen in these protocolar photos showing the participants of joint seminaries with military and other defense specialists here and here.
The arms are depicted as the medium version (with shield, wreath, crest, and motto scroll only), which is said to be the Coat of Arms of the institute, while the greater arms (all of the above plus helmet and mantling) is said to be the Coat of Arms of its director here (right image above). The arms are a shield of Argent, a saltire Azure charged with five plates and accompanied by four lamps; wreath Argent and Azure, for crest a wyvern Argent, armed and langued Azure, holding a flag Azure charged with five plates set per saltire; scroll Argent reading "NOS CAMINHOS DA NAÇÃO" in black serifed capitals.

Putative Unit Flag

[ banner] 1:1 image by António Martins-Tuválkin, 4 Dec 2016

Should this Portuguese military institution follow the trend of others (such as the Portuguese National Guard as mentioned elsewhere) and embrace the current, post-1985, Heraldic Regulations of the Portuguese Army, its unit flag (guidon) should be a square banner of its arms.
